Festival Rules and Regulations

Article 1
General Principles

The Festival on Human Rights – VIVISECTfest is an international Festival held in Novi Sad, Vojvodina / Serbia.

The Festival on Human Rights – VIVISECTfest originated from the need to point out more and more frequent attacks to human dignity. The intention of the Festival is to develop annual educational and art forum for presentations and discussions to the topics of the human rights.

The Festival on Human Rights – VIVISECTfest, through its activities and programmes shall: 

Develop and implement new activity methods in the processes of individual dealing of citizens with threatening occurrences from the recent past and present.

Promote the observation of diversity through dialogue and common activities of people from multiethnic and multireligious communities.

Develop international co-operation and provide the screenings of films, the organisation of documentary photographs and publication presentation, art and educational programmes on the human rights in the country and abroad.

 

 

Article 2
Programme

The Festival programme shall not have the character of competition.
The Festival shall include specific programmes: film programme, exhibitions of documentary photographs and applied posters, as well as other works in conformity with the Festival topic.

The Festival programme shall be designed as a unique programme dealing with a current topic at local/regional and global/world level through the medium of documentary, photography, applied poster, and/or other art forms (performance, theatre, music, fine arts, literature, new media...).

There shall be no restrictions in terms of the year of the origination of a work presented within the Festival programme.

The Festival activities shall be realised through annual programme also including the preparation and organisation of new Festival edition in Novi Sad to a current topic, and the organisation of travelling festivals in the country and abroad. The travelling festivals shall be organised according to the following principle: each year, new towns are included, and the towns in which the travelling festival VIVISECTfest programme has already been organised, become a part of the network of permanent partners.

In line with its programme principles, the Festival may also organise retrospective and special programmes.

 

Article 3
Applying Terms and Conditions

Authors and producers may apply the films for the film programme specifically dealing with the topic of Totalitarian Regimes - View from Inside and Outside in 2008.

This shall include the following genres: documentary, documentary-feature, activist, experimental, and animated. We shall accept the works in Digital BETA (Pal), mini DV, or DVD disk format.


Together with the completed application for film, it is necessary to send the film in Digital BETA (Pal), mini DV, or DVD disk form on original language. All applied films must have subtitles in English and dialogue list in e-format.

The application and DVD recording or VHS tape are to be sent, at own cost, to the following address:

Article 4
Selection and Screenings

Art Director of the Festival shall select the films to be screened within the film programme. Each of the selected films shall be screened once during the Festival in Novi Sad. All films shall be screened including English and Serbian films. After the completed film selection, the Festival shall notify the authors of the selected films by e-mail, fax, or in written.

After the Festival in Novi Sad, the selected films shall be selected for the programme of the travelling festivals to be organised in the country and abroad. The films shall not be used for commercial screenings outside the Festival scope and the programme of the travelling festivals or for any other purposes apart from those specified above.

 

Article 5
Awards

The Festival on Human Rights – VIVISECTfest shall grant the following awards:
Audience Award – for the best film according to the audience selection
Audience Award – for the best photograph according to the audience selection
The awards shall include the diploma.

The audience award for the best film shall be granted on the basis of the average mark of the audience present at the screening of individual film.
The audience award for the best photograph shall be granted on the basis of the average mark of the audience present at the photograph exhibition.

 

Article 6

Press materials and shipments

Together with completed application, it is necessary to send the following material:
Brief film synopsis in the English language
At least 3 photographs from the film (they may be sent separately by e-mail)
Dialogue list of the film in the English language
Director’s photograph and CV
Promotional material (press packages, posters, etc.)

By signing the application, the producer and director shall authorise the Festival to use and publish all above material in the Festival catalogue and on Internet page and in press. By special authorisation, the film producer and director shall authorise the Festival to make available a short part of the film to TV stations (in the duration of three minutes at the longest) for the promotion of the film and the Festival itself.

All film copies or videotapes for screening must be received to the Festival’s address. The package must be indicated with the following statement: “No commercial value, for cultural use”. The copies and videotapes shall be returned within three weeks after the Festival ending at the latest. The sending costs and customs duty shall be borne by the sender. The Festival shall pay all the costs of their returning. The material and tapes for the selection shall remain within the Festival archive and shall not be returned.

The Festival shall reserve the right of rejecting the film copies and/or videotapes of poor technical quality that may cause the problems during their screening.

 

Article 7

Travelling and Accommodation

The organiser shall cover travelling expenses and accommodation costs of the invited participants.

 

Article 8
Organisation

The organiser of the Festival on Human Rights - VIVISECTfest is non-governmental and non-profit organisation "Vojvodjanka – Regional Women’s Initiative" with its registered office in Novi Sad.

All programmes organised within the Festival on Human Rights – VIVISECTfest and the travelling festivals in the country and abroad are free of charge and non-profitable. The Festival organisers shall provide the funds for the programme realisation by applying for the donations with international and local donors.

 

Article 9

Closing Provisions

This Rulebook is written in Serbian and English. In case of vagueness regarding the wording construal, Serbian version shall be considered as original. The items not covered herein shall directly be considered by the Festival organisers in line with the generally accepted Rulebook. All Festival participants shall accept this Rulebook. In case of claims, the court of law in Novi Sad shall be competent court for all the issues regarding the Festival.
